As a b2b Internet marketer, we have a very small handful of clients who want create their websites in a second language. Few of them have the interest or budget to properly research the task.

Our rule so far as been to provide them with all of the needed English-language content, tags, button names, etc. and then for the client to find their own translator, normally someone intimately involved with their business and who is familiar with the terminology used in that industry. We then use the translation they provide to build and optimize the second-language website.

It's not a perfect solution, but it works well enough, considering our clients' needs and budgets.
